The revelations around the beleaguered State Information & Technology Authority (Sita) just keep on coming - much like the terminal foot-in-mouth disease suffered by the ANCYL chief thug Julius Malema (aka logorrhea) or a bad case of Delhi belly. Few things underscore the veracity of rumours, gossip & allegations at issue more than the mere presence of a lawyers' letter. Having been on the receiving end of these scary things several times, they invariably aver in great flashing neon lights: "We will fight what you say or have said using the might of the courts because everything you've said is true". Lawyers letters and the demands they contain are the very antithesis of the search for truth - and good PR. Lawyers letters in the issue outlined below and in the last report, have the same glorious marketing clout as the Roman Catholic Church's denunciation of "The Da Vinci Code" (a previously so-so selling though poorly written thriller) had it on its sales. No billion-dollar ad campaign can buy that kind of marketing oomph. Just so, nothing says truth like a lawyers' letter demanding apologies. Keep up the good fight, SAICFM!!

Another day another threat
It’s the end of another school holiday and I’ve spent a grand total of 1 day fishing on the beach.
I wonder what it’s all for sometimes when I simply never seem to get a chance to enjoy my family. I know I’m going to regret it one day.
Anyway, there are a few of you who share the same boat I’m sure.
Be that as it may here I sit churning out another bit of natter, which truth be told I’m in no mood to write but must.
My mood is sour this morning for a number of reasons all having something to do with the waste of time caused me by people who have little or scant regard for the demands they make on my attention.
There is one person in the world that I need to address but simply can’t right now because I have to attend to more pressing issues.
I want them nonetheless to know and they do know who they are that they are next on my agenda and frankly I can’t wait. They better get their lawyers out, I don’t like being used.
Speaking of which you’ll be interested to know I am the recent recipient of a lawyers letter that goes something like this “Apologise for the statements in your report by such and such a date or we will sue you.”
Well the “report” referred to is the report surrounding the Risk Assessment of the Procurement Process at our State Information Technology Agency (SITA).
The letter is from lawyers representing a senior policeman Director Willie Meyer who is mentioned in this report.
Now, confidentiality prevents me from publishing the report and also prevents me from responding as a consequence so actually I’m damned if I do and damned if I don’t.
Which as you can better understand now is the source of some of my ire and resentment at having to figure out a way around this impasse.
Well I am requested to make a public apology and have decided, mainly due to a hugely challenging schedule to avail myself of the opportunity here and do what I’ve never done in any matter such as this, apologise and move on.
Director Willie Meyer, please accept my unreserved apology for utterances in a report made by me, namely a Risk Assessment of the Procurement Process of SITA.
I am truly sorry for failing to embellish on the substance of the reference to you in the report.
Sir, if you want an apology for the links in the report, then you are barking up the wrong tree.
As I can’t publish the report in defence of its contents I have elected instead to pose some questions to you in public and if you can answer these questions satisfactorily then I am prepared to state only that while significant indications of conflicts of interest exist, you have shown that there were none exploited.

- Do you own or have you ever owned a company called 4 Sight (Foursight)?
- The company 4 Sight Consulting is listed as a PTY Ltd company registration#: 2005/019856/07 with a Wilhelm Viljoen Meyer ID# 590808 #### ### listed as principal. The accounting officers are recorded at Cipro as Du Toit Greef and Du Plooy Incorporated .
- Are you aware of a company or have you ever heard of a company called Inkanyiso Technologies ?
- Are you aware that Inkanyiso Technologies and 4 Sight Consulting share the same Audit Firm Du Toit Greef and Du Plooy Incorporated .
- Is this merely a co-incidence?
- Are you aware as IT section head for crime systems and infrastructure management at the SAPS of whether or not the SAPS, is or is not trading with the company Inkanyiso Technologies ?
- If Inkanyiso Technologies is in fact trading with the SAPS could you please elaborate on the volume of trade enjoyed by Inkanyiso Technologies in total so far?
- Can you further advise what products and or services Inkanyiso Technologies provide the SAPS ?
- Also, could you please confirm whether the SAPS motivated for the firm Inkanyiso Technologies to be placed on the SITA approved Vendor list and who in particular requested their approval?
- Inkanyiso Technologies were also discovered in the SITA Tender database under RFB 569, RFB 153 and RFT 285/1, can you elaborate on the nature of these tenders and whether Inkanyiso directly or as subcontractor provides services to the SAPS or products?
- Do you know the members of Inkanyiso ?
- Have you ever met the members of Inkanyiso ?
- Who owns Inkanyiso ?
- Have you ever heard of either Merlyn Singo or Elizabeth Majozi before?
- Can you explain why as Directors of Inkanyiso they respectively cite SAPS , Waymark and Democratic Cleaning as their employers in applications for asset finance?
- Are you aware that in their CIPRO enquiry neither appeared to hold any shares in Inkanyiso ?
- Do you know any of the consultants employed by Inkanyiso ?
- Inkanyiso were the recipients of a R1 million unsecured loan on 03/09/2007 . Can you advise whether you know anything about this loan and whether you know who may or may not have stood surety for this amount if indeed someone did?
- Are you familiar with a company called Foursight ?
- Does a company called Foursight do any business with SAPS either as a contractor or sub contractor ?
- Can you explain why a company called Foursight suspiciously close to your registered company 4 Sight shares contact details with other suppliers?
- Are you aware that Foursight lists a contact number that matches another company’s contact number on the SITA supplier database. Foursight IT Business Solutions number (015) 295-3992 matched that of a company called CEOS Technologies PLK.
- Now if that weren’t enough of a co-incidence, a Google internet search of the digits (015) 295-3992 yielded a further positive result of another company simply listed as “Bula”, sharing the same contact number (015) 295-3992.
- Can you explain why three different companies would use the very same primary telephone contact number?
- The name “Bula” was found on a list titled “SITA - Procurement Service RFB 153 : Provisioning, installation, maintaining and supporting of X64 (X86) Servers (tower, rack and blade), Storage (DAS, NAS and SAN), Server racks and UPS”.
- Interestingly “Bula” in this document was listed as a “Subcontractor” to a company called Tarsus Technologies with a Johannah M Mabokela listed as Bula primary point of contact.
- However there is another document SITA RFB153 Explix Subcontractors , which in turn lists 31 Hans van Rensburg Street , Ramlyn Building , Polokwane in an address field.
- This address in the SITA RFB153 however shows the address as belonging to “Foursight” with Johannah Mabokela again listed as contact person.
- So as you can see Director Willie Meyer, it seems patently obvious that what we have here is a strong case for less than arms length transactions, collusion and strong grounds to at least suspect corrupt activities in these relationships.
- This is especially so when one considers that when examining accredited Suppliers related to RFB 153 it was found that both CEOS Technologies PLK and “Bula” appeared on the list .
- Inkanyiso Technologies were also discovered in the SITA Tender database under RFB 569, RFB 153 and RFT 285/1 along with CEOS Technologies and Bula Distributed Solutions . This at the minimum appears quite insidious wouldn’t you agree?
- Can you explain what your role is in the formation of any of these companies if any or in having them approved as suppliers at SITA?
- Do you think these relationships considering the direct links warrant further investigation and why?
- Director Willie Meyer , your name is directly linked to these companies.
- I neither created the relationships, nor dreamt them up.
- This exercise was the result of data mining based on known rules, guidelines and indicators of fraud and corruption risk commonly considered by the entire world’s Accounting, Audit, Fraud Examiner and Forensic Audit profession.
- Deal with it, but don’t threaten me, I’m doing my job which is a heck of a lot more than I can say for you?
- Before I finish sir, let me put this to you, if any senior officer in the SAPS is on the take and that officer is involved in procurement fraud or corruption of purchasing either technology for crime intelligence, weapons, protection or any other aspect of policing in South Africa, then that officer is guilty directly Director of putting the lives of Policemen and Policewomen and citizens all over the country at risk.
- To the new guard in the SAPS folks this man won't stand up to the scrutiny of a pince-nez never mind a magnifying glass.

- The average SAPS IT spend is roughly 70% of total with a company called Sizwe. Why is this now down to 30% plus minus?
- Rumour has it another company is getting significantly more work... figure it out.
- Director Willie Meyer is it true you have resigned and are leaving the SAPS for greener pastures?
